Amendment XXIII


Section 1.
The District constituting the seat of government of the United States shall appoint in such manner as the Congress may direct:

A number of electors of President and Vice President equal to the whole number of Senators and Representatives in Congress to which the District would be entitled if it were a state, but in no event more than the least populous state; they shall be in addition to those appointed by the states, but they shall be considered, for the purposes of the election of President and Vice President, to be electors appointed by a state; and they shall meet in the District and perform such duties as provided by the twelfth article of amendment.

Section 2.
The Congress shall have power to enforce this article by appropriate legislation.

This amendment allowed residents of the District of Colombia to vote for a President and Vice President.

Amendment VIII

Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted. In other words, is the punishment permissible? This amendment ensures that one who is accused will not be charged with absurd punishments. Though 'excessive' or 'unusual' is not defined, the court will determine what is appropriate for the accuser.  Or so they say. For the past decade, we as a nation has revisited the charges and punishments inflicted on different individuals for various accusations. One specifically, currently receiving attention on social media, is the intense charge for being found carrying small amounts of illegal substances. 

Amendment XXVII

No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened. Madison's Amendment... 1789 - 1992  The last amendment clarifies that the congressional salaries cannot be altered until after the House of Representative election.
