The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
People and the States retain power. Power that is not delegated to the national government is reserved to the states/people. During the Affordable Care Act 'era', under President Barack Obama, states began to sue the government for enforcing the insurance mandate on all states and Mediciad Expansion.
